Start up Manager is a nice way to manage grub images and usplash themes but I want to make a totally new usplash theme.

It's easy to get confused with the different splash screens. Are you wanting to make a new version of the screen that shows during boot (the one with the progress bar)? I believe that is the one referred to as the usplash. If so, that will require a bit of programming in addition to the graphics design. The easiest way to do this would be download the source file for a usplash and then tweak it. You can find some themes on gnome-look.org. Here is one you could explore. The source is available.

Can you help with this problem?
