Installing Ubuntu Under XP Via Disk Image

Out of curiosity...If a person has two partitions on a machine (one NTFS with a Windows install and one empty) and wants to install Ubuntu on the blank partition but doesn't want to use up a cd, can it be done via a mounted disk image under Windows?

Currently, no. But I remember seeing a feature request for this on launchpad. Can't find it now.
