Unable to report a bug if Help menu is removed

When I installed Ubuntu 9.10 I removed the Help menu from the task bar as I don't really need it. I have an issue of installing Ubuntu on an Acer laptop and need to file a bug.

When I go to https://launchpad.net/ubuntu and click Report A Bug, I get redirected to https://help.ubuntu.com/community/ReportingBugs which tells me to use the Help menu to Report A Problem.

I can't do this as that menu no longer exists!

So either put the Report A Problem ALSO in the System -> Admin menu or make it obvious how to add the Help menu back to task bar.
