How do I install programs downloaded as 'tar.bz2' in Ubuntu 9.10?

I downloaded some Linux programmes/packages which have the extension 'tar.bz2' but I cannot install them in Ubuntu. Any suggestions?

There's no general recipe. You should unpack the tar.bz2 and consult the README, INSTALL or similarly named file.

By the way, why did you download this software? Is it not available in Ubuntu repositories?
