from recovery option how does system load

ok
in 8.04 and 9.04 when I choose recovery mode option on a kernel it will load maintenance menu
in both of those the option to boot normally would load system (like "maintenance is done <> start the system normally)
now even though the command line options are still there it does not act the same way.
I can boot from grub into the same menu but the option boot normally is now leading to login for maintenance instead of booting normally
Is this going to be fixed or has/is it addressed as a bug
because I do not know why the difference
the maintenance menu option can be reached as before and makes the new action bug like
I would not know what package other than upstart to file it against but it seems as though upstart is not the correct package because it is from recovery mode option>boot normally
