Ubuntu wont boot and when i try to start in safe video mode it gives me an error

I want to install Ubuntu and i let it go for a while and it does nothing then gives me a blank screen. Then i tried to start in safe video mode and it gives me an error. can someone please walk me through this?

Can you tell us, as precisely as you can, the error message?
Have you checked the image before burning?
Have you checked the CD for burning defects?
Have you tried the Alternate CD?
Can you give us as much information as you can about your computer hardware?

This is the second CD i tried
i check the cd for defects
i have a dell inspiron 1150
Mobile intel pentium 4 2.80GHz
256mb of ram
intel 82852/82855 GM/GME Graphics Controller
intel 82801DB Ultra ATA Sotrage Controller-24CA

This is what happens:
first it loads, it goes through the devices and says OK on the side, some fail but i cant pause it and its too fast to write down.
then on the bottom half of the screen a bunch of fuzzy colors come up.
then for a while its a blank tan screen and i have access to the mouse pointer.
next i hear a sound then the ubuntu logo appears.
then i get the error message:
{There was an error starting the GNOME setting Damean.
Some things, such as themes, sounds, or background settings may not work correclty.
The last error message was:
Did not recieve a reply. Possilbe causes include: the remote application did not send a reply, the message bus security policy blocked the reply, the reply timeout expired, or the network connection was broken. GNOME will still try to restart the settings damean next time you login.}
After this message the logo disappears and the message stays there and after a very long time the screen goes black but the cd-rom and processor are still working. i left this go for a couple hours and it did nothing.

i think i left out was i am trying to install it on a partitioned drive a left unformatted along with my windows xp to have a dual boot system.

The Ubuntu LiveCD doesn't work well, if at all with 256mb of RAM on a computer, your best bet would be to use the alternate install for Xubuntu or you could try the Ubuntu Alternate install, though GNOME would most likely be rather slow as well with that amount of RAM.
