Probably the makefile of the package you are trying to install is either missing or not generated due to configuration errors. are you installing asterisk from source? if so go to the asterisk source folder and type ./config or ./configure (whichever appropriate). If configuration went well that means you can install asterisk and you have correctly configured all the required dependencies. then type make && make install it should install because the makefile is generated.
You don't have to go through all these hassle if you install asterisk from ubuntu's package manager.
go to System>>Administration>>Synaptic Package Manager then type your password when prompted and after that type 'asterisk' on the Synaptics's search box. is will automatically install asterisk with few mouse clicks and minimum hassle.
