Don't know which package this applies to (and thus can't report this bug)

Ok. Here's the problem.

I just upgraded from Ubuntu 9.04 to 9.10 Beta.

I restarted the computer. I get the log-in screen. I try typing my password but it gets rejected. Then I try typing in the regular Qwerty layout and it recognizes my typing.I am able to log-on. After logging in, I can type in my Dvorak layout.

What I was expecting:
In 9.04, I could type in my regular Dvorak layout during log in time.
