I do not have internet and go to the library to access it, how do I download synaptic packages from the library especially updates and Anjuita IDE.Because I don't get to go to the library much and I live very far away from it.
I need to be able to download them to disk to install using synaptic at home.

You can download them from http://packages.ubuntu.com/ but you have to make sure that you download all the dependencies too. So you just download them and bring them to your computer.
