not displaying system,places on top of screen

If the panel is there:
right click into the panel
  + Add to panel

Search for the
Main Menu
and add it (by click on it and hit the button [ADD]).

Right click on the Ubuntu sign which is now new on your panel
   Edit Menus
Hook the things you want, unhook what you don't want
Close it

You can move that menu by right click + move

Again right click and hook on
   Lock to Panel
(which you probably unhooked by incident) so that you can not remove it again.
