Logged on as root, restored /etc/X11/xorg.conf from a backup.

System boots normally.

Apparently the prior solution was not the solution.

Ubuntu still hangs with the same symptoms when launching normally from grub.

However, when launched from recovery mode, then immediately selecting "Resume normal Launch" it boots correctly.

From grub menu.lst the kernel line for normal boot was:
"kernel /boot/vmlinuz-2.6.28-15-generic root=UUID=3ad2…a26 ro vga=0x31A crashkernel=128M@16M "
This has worked for years and a similar line works properly on 32bit Ubuntu 9.04 system.

When the line was changed to:
"kernel /boot/vmlinuz-2.6.28-15-generic root=UUID=3ad2…a26 ro"

The system works correctly.
