Why my Dell latitude C610 laptop wont read my Ubuntu CD?

I had a Windows 2000 latitude C610 laptop that I made the mistake of loading Ubuntu 9.04 on it with two partitions: Windows 2000 and Ubuntu. Because of this, I was going to install Ubuntu Again and use the entire disk, now, it won’t read the disk.

When I place my Ubuntu CD the CD spins for a couple of seconds upon boot-up, and stops – spins againg but never starts. The boot order in BIOS is CD, Hard drive, Floppy so that is already set correctly. I was going to use Knoppix to "wipe" the drive clean so I know everything is fresh for the reload but now, not even Knoppix is recognized.

The CD drive is not dead, because it spins up upon boot but just won't initiate completely.

Please tell me how to fix this issue.

Please burn the cd at the lowest speed possible.
