synaptic package manager : Could not resolve 'us.archive.ubuntu.com'

I am new to Linux / ubuntu world.
I just installed the ubuntu and trying to reload the packages. But alway get following pop up message

Could not download all repository indexes

The repository might be no longer available or could not be contacted because of network problems. If available an older version of the failed index will be used. Otherwise the repository will be ignored. Check your network connection and the correct writing of the repository address in the preferences.

I put the same proxy settings as used for FireFox for the Synaptic Package Manager but always get the same message as above.

Can you check if you have the following line in your /etc/apt/apt.conf file:

Acquire::http::Proxy "http://username:password@proxy:port";

If not, try adding it.
Check also what is the value of the http_proxy environment variable.

I can not find apt.conf file in /etc/apt, however there is a apt.conf.d directory but it also do not have apt.conf file.
The value of http_proxy environment variable is http://:8080/

Is this the correct setting for you? Because this will override whatever you specify in apt.conf.
Can you also check with an "apt-config dump" command if there is any setting applied to the Acquire group?
