Is there an official, or clean, FAQ?

Is there a website, link, or blog where frequently asked questions like "There's no sound on my system" or "My system is slow" or "How do you install new fonts" get cleaned up and posted in a way that the general audience can use them?

For example, so many posts are really specific that it's hard to know where they apply.

e.g. "I'm using a Dell Inspiron 14 notebook with dual processors and 3G memory and .....
..... and i'm running Ubuntu version 8.04.a.b.c release 567 with optional additive...
..... and i've got a, b, c, d, e, f, programs running and ... and I was wondering how to make the background image in the terminal blue"

Is there a centralized location where all of this is cleaned up and looks like

Q: How to change the background image in the terminal
A: open the terminal and type .... or click on ....

?

Actually there are thousands of websites, links and blogs, due to a huge community, otherwise it would divergent from the philosophy of sharing.

We deal with categories, relation, diversification - complexity.
e.g. which category is the app related to and in which ways can it be customized, not mentioning different system architecures.

Yes, usually Ubuntu apps have in the menu a button 'Help' -> content
e.g. for the Terminal it would open the Ubuntu Help Browser, which explains in section preferences -> effects how to set a background image.

To visual 'centralize' complexity we can use search engines with smart keywords and find simply others have already answers.
