This is a known change with the App Center in 24.04. You can install the downloaded deb files using the 'gdebi' application (will have to be installed first) or using the command-line 'sudo dpkg -i /path/to/downloaded/deb/file'. Please be careful when trying to install 3rd-party application through .deb files downloaded from the internet as such packages, when installed, can potentially get elevated privileges on your computer.
