In Windows you can kill an application which is not running any more with CRTL-ALT-DEL. How in Ubuntu?

In Windows you can deactivate hardware you don´t want to use in the hardware manager. How in Ubuntu?

or systemmonitor: all processen: kill proces which should be down.
