what is the setcd script i need to slow down the drive for video cds

the cd drive on my toshiba satellite pro reads and burns data perfectly but runs far to fast with video dvd.i have loaded all the medibuntu and non free codecs. i think i may need a setcd script to reduce the speed for video and audio.can anyone help?
