upload speed getting slower

my download speed is good 9818 kbps but upload should be 860 kps set by my isp ,, i was getting 830- 810kbps but now i only 780 -800 kbps .. i got the black screen of death with 9.04 reinstalled to fix the problem , now it seems that my upload keeps slowing down. how do i reset upload speed????

i have even had my isp to send a service man out to check my dsl line they tested my line at 10,000 kbs .. so i have also check my girl friends pc speed it runs 840-850 kbps [she is running xp ]..

Firstly what is "eating" your bandwidth? It slows when computer is idle? When its working? WHEN? Are you on the same line with your girlfriend? Maybe she is taking a lot of bandwidth. How much is the speed now for example?

Check to see what is eating up your resources go to System Administrative System monitor/resources there you will be able to see what is slowing you down and maybe disable that apt.

the system monitor is running at 2.7 -4.8 % nothing is running in the background.. speed test is 9706 download the upload was 796 kb/s and the pings was 38 .

my question still remains . how do i reset upload speed by usage of the terminal ?? ff tweaks don`t work .. faster fox help for downloads,, ubuntu tweaks ok! for eye candy.. but no help for speeds .??//

 ok! ok! so there is no one in the launchpad that knows how to tweak ubuntu upload speed.. or maybe they are not allowed to... any way , now i am off to web world to find what i`m looking for ....
