Are your off-line computer connected to at least one computer that is online ? I think you could start by looking at apt-proxy:

If you have at least one updated 5.10 system, you could try copying the .deb files out of it's apt-cache. In Dapper I know it is located at (your results may vary):
> /var/cache/apt/archives/

Once you've copied them to the other computer(s), put them in a temporary folder, and then try:
> sudo dpkg -i *.deb
which should install all of them (or all of the ones it can).
