Programs for editing and remasterising music?

I would like to know if there exist programs for Ubuntu for remasterising music files, such as mp3 or other formats. For example cutting a song short and fading out, or changing the levels, noise reduction, fixing errors in the playback of songs etc.

And if there exist music editing programs similar to garage band, etc.
