755037 error code 21

I am unable to get on the internet i get a problem code listed above. I should be able to sign onto the internet. with my password and ID remebered. Instead it won't let me send the emails after I have written them out instead it gives me the above code. I cant' think of any reason why I should not be able to get on the interent to send or receive my email. I have signed out and rebooted my program 3 times now with no sucess. I think my system should allow me to go back and allow me to sendd and receive e-mails, I don't even know if I can send this toyou I know I probbaly won't be able to read you return messsage but rnaybe I will try to reboot again and see if that if that might help.
