It is not possible to save changes to setting when running from an Ubuntu Live CD. However, if you are interested in running your OS from external media while also being able to save your changes, you might consider creating a bootable USB drive. You should be able to do this from within a Ubuntu Live CD environment if you have a suitably large USB drive by going to System->Administration->USB Startup Disk Creator.

When making your USB drive, be sure to choose "Stored in reserved space" and choose as much space you reasonably can under the "When starting up from this disk, documents and settings will be:" section.
