copying files to / directory

please tell me how to copy a file into the root(/) directory in general user mode.Also tell me how to change the permission of the / directory files to user.

No, this would be a security violation and would make your system more vulnerable. If you really want a vulnerable and insecure system that's prone to viruses and malware then please try Windows instead

One advantage with using the pre-existing Documents, Videos, Pictures folders is that you can backup your entire data & settings simply by copying the whole of the /home folder to an external drive.

There is also a big advantage in moving your /home directory to a separate partion, the root fodler / woul then only need a 15Gb partition at most usually, some people go for 25Gb but have trouble filling it and my system is quite happy with only 10Gb. It's nice to have plenty of space for the /home folder. Note that the /home partition could even be on a different drive, in fact that would give you some performance increase as well as greater stability.

Having /home on a separate partition would mean that you could install various other *nix's to all share the same data (and settings if you use the same programs in the other *nix's). Quite a few people have a dual-boot system with one linux distro they use for most normal usage but another one that they replace quite frequently just simply to explore the world of linux's. Note that it's quite easy with the /home to reinstall different (or the same) linux distro (such as Ubuntu) to the same space without risking losing your data and settings.
