How do install internet explorer in Ubuntu 9.04?

Install Wine Software from Add/remove programs, which runs Windows application.

Is there a specific reason you need Internet Explorer? If you are simply looking to browse the internet, try Mozilla firefox which can be opened Applications->Internet->Firefox Web Browser

If you need IE for a specific reason, you might want to try IEs4Linux which can be found here:

Some people find it easer than using Wine.

Must I have a internet connection to do that? Also when installing Wine which is way the best way too install it?

2. add remove programs install wine
3. Or through the Synaptic Manager Package

Yes there is specific reason why I wanted it installed. My brother is having trouble getting a internet connection, we were told to install Internet Explorer then we would get a connection.

You will need an internet connections no matter whether you use install Wine or use IEs4Linux since both need to be downloaded. All of the methods you mentioned do the exact same thing and neither is better than any other.

However, it is very unlikely that install IE will make your network connection work. If you provide more information about your connection and the steps you have taken to connect thus far, somebody here may be able to assist you with connecting to the internet.
