Hey,
I know this might bother your privacy but can you tell us the name of the program you are trying to install, because most of the times what happens that the programs are availiable in synaptics package manager which satasfies the dependencies itself. Otherwise if you are trying to install wireshark or something of that sort I recommend using synaptics not compiling by source. Try installing the same program using synaptics.

If the program is an absolute necessaity, then I recommend using wine for installation because that would make thing a bit easier for you, at least I think so

Hope this helps....

Could you provide a bit more information about what you are trying to do? I do not believe WinPcap can be installed in Ubuntu (I could be wrong), but there is a libpcap and pcaputils will which will give the same kind of low-level access to the network interfaces.

Winpcap is for Windows platforms only, libpcap is the linux variant that does the same thing.

I am afraid my friend this might not be possible because as I am looking through different forums most people say that it is not working or even if it works it is not recognized once inside the game...

This is the winehq appdb where it shows how well the application works:
http://appdb.winehq.org/objectManager.php?sClass=version&iId=15378
http://appdb.winehq.org/objectManager.php?sClass=application&iId=897

Here is the best solution that should work:
http://www.playonlinux.com/en

This is specifically for games like WOW 3

I apologize for the lack of knowledge and not being able to help much
