Cannot seem to get my TV board to function?

When I go to start up the TV, there is a quick flash... then nothing? I presume it needs a plugin or something, could I please get some help.

lspci
sudo lshw -C display

I'm not the one to be of much help. I'm trying to get the 1800 working. This site has a lot of useful info.http://www.mythtv.org/wiki/Hauppauge_hvr-1600.
