I mean 3 times is equal to almost 18 hrs. of download time.

Have you already installed Ubuntu using Wubi(or some other method) or are you attempting to use the live cd?

This may be related to acpi. To test this you should attempt to boot Ubuntu with the acpi=off boot parameter. Fairly detailed directions on how to change the boot parameters can be found here:

http://grumpymole.blogspot.com/2007/05/ubuntu-how-to-edit-grub-boot-parameters.html

First follow the temporary directions to add acpi=off to the boot parameters. Since you are using Wubi, I believe grub comes up after the Windows boot loader, so you will have to select Ubuntu and then hit escape once grup comes up.

If acpi=off allows you to boot you should follow the directions for permanently changing your boot that can also be found in the above link.
