creo que estás intentando añadir este repositorio: https://launchpad.net/~ogra/+archive/ppa

Si es así sigue las instrucciones que se te indican aqui: https://help.launchpad.net/Packaging/PPA#Adding a PPA to your Ubuntu repositories

Resumiendo lo que debes hacer es añadir:

deb http://ppa.launchpad.net/ogra/ppa/ubuntu intrepid main

al fichero /etc/sources.list
