Ubuntu Pro offers security updates that are not delivered

Ubuntu Pro on 22.04 and 24.04 offers 'security' updates of open source software like ffmpeg. After registering and validating a machine these updates disappear and do not get downloaded.

Will it demand mobile phone numbers in future to enhance security?
