After rebooting Ubuntu USB interface does not work properly.

I'm running Ubuntu 22.04.3 LTS on an early 2009 intel based iMac. Ubuntu is the only OS on this computer. I use the Reaper app in Ubuntu for music production. I use a 1st gen Focusrite Scarlett 18i8 as my audio interface.

When I downloaded and use Ubuntu as described above, everything works exactly as it should. After shutdown and restart, the USB interface does not work properly. I suspect some automatic security update is the culprit?

I have tried re-installing Ubuntu and Reaper, and everything works exactly as it should...until shutdown and restart. Same issue arises.
