update-motd-reboot-required doesn't show any reason why

/etc/update-motd.d/98-reboot-required runs /usr/lib/update-notifier/update-motd-reboot-required which shows a message
 "*** System restart required ***" but no reason for it.
Thus, the user cannot judge easily why a reboot is needed and how urgent it is.
There should be more background information about the reason for the reboot.
At least the contents of /var/run/reboot-required.pkgs should be referred to.

You might consider creating a bug report to request an enhancement.
The better you prepare the bug report (preferably even including a debdiff), the higher the chance that such change is done.
