No, not at the present time.
Mostly depends on your video card.
Terminal: xrandr
To see if your 4K resolution is listed.

Depends on the video chip, it supports 4k, yes but with some video chips, no and without extra drivers, probably not

Here are the hardware details:

11th Gen Intel® Core i7-11700 @ 2.50GHz × 16
Mesa Intel® Graphics (RKL GT1)

When you run the xrandr command, the highest resolution is 1920x1080.

Under these conditions, can Ubuntu 22.04 properly display 4k on Dell monitor P2723QE?

If so, then natively? Or do you need special drivers?

If not, then will 24.04 work? If so, how?

If you want real 4K, it’s called 4K UHD and in numbers it’s written as 4096×2304.
full 4K resolution isn’t technically real 4K. In numbers, it’s written as 3840×2160.
You would probably have to add a graphics card to get the resolution needed.

The xrandr command has a limitation of HD 1920x1080. It will not display anything higher.

Dell monitor P2723QE (bought today) with Dell Optiplex 7090 using onboard Mesa Intel Graphics (RKL GT1) displays 4k 3840x2160 perfectly well.

This platform uses Ubuntu 22.04.3 LTS.

The CPU is 11th Gen Intel Core i7-11700 @ 2.50GHz × 16.
