I recommend the latest LTS version (Ubuntu 22.04). This will be supported until April 2032

https://docs.openstack.org/install-guide/environment-packages-ubuntu.html
It is using Ubuntu 22.04 and adding the antelope version repository.
# add-apt-repository cloud-archive:antelope
Bobcat is the newest version for Ubuntu 22.04.

Installation guide for Openstack:

What's wrong with https://ubuntu.com/openstack/install ?
That is the installation guide of openstack on Ubuntu.

Quotes:
It will deploy an OpenStack 2023.1 (Antelope) cloud.
Requirements
physical or virtual machine running Ubuntu 22.04 LTS

Examine its architecture and system requirements.

"its an academic project"
Openstack is for deploying thousands if not hundreds of thousand virtual machines.
A simpler solution for a project would be MAAS [metal as a service]
