23.10 upgrade is broken

upgraded from 22.10 to 23.04 no problems

23.04 to 23.10 upgrade system is broken, so many upgrade dependency errors; libav, libmutter, gnome-shell in the logs. All that should not happen. I have been using Mint and have not had such upgrade problems.

Change server still the same. Mutter and libav is not something you install manually, they are system files. Why have such problem.

Do you have PPAa enabled for those packages?

For diagnostic purposes, what output do you receive for the following commands (to be execiuted in a terminal window):

uname -a
lsb_release -crid
sudo apt update
sudo dpkg --audit
apt policy libmutter-12-0 libmutter-13-0

UPDATE:

Strange thing. I tried many times yesterday. upgrade cannot continue. But the server has the correct version Mantic.
Today I run the upgrade again, and goes through.
I don't know, just strange
