ubiquity: improper handling of EFI/grub installation

I just installed Ubuntu 23.10 to replace my LMDE 6. I choose to manually partition my hard disk because I want to preserve files under /home.

The problem is, after installation, Ubuntu failed to boot into login screen and just show me the "grub" command line prompt. By some research, I found that it is because the machine choose to boot into the old debian installation, which of course does not exist any
more.

Since I did not choose to install Ubuntu while still keep my old operating system, I don't think it is reasonable for the installer to NOT wipe out boot loader of the existing system. Would it be nice to just force formatting of the EFI partition, in such situation?

Which iso file did you use for installing? There are several potential candidates:
ubuntu-23.10-desktop-amd64.iso
ubuntu-23.10.1-desktop-amd64.iso
ubuntu-23.10-desktop-legacy-amd64.iso
and the server images

If my interpretation of the changelog https://discourse.ubuntu.com/t/mantic-minotaur-release-notes/35534 is correct, then there is a new installer in use, ubuntu-desktop-installer and no more ubiquity.

I will ask a new question for "ubuntu-desktop-installer". I do think this is a bug or defect of the installer.

Ubuntu 23.10 Desktop ISO will use the newer ubuntu-desktop-installer (a snap packaged installer, that has the capacity to upgrade prior to install)

Ubuntu 23.10 Legacy ISO uses the ubiquity installer as was default for Ubuntu 22.10 and earlier.
