KMyMoney has a serious bug that its developers claim can be fixed by compiling with QWebEngine instead of QWebKit.

How can I transmit this to the developers of Ubuntu for a fix?

Report a bug. You can start the process with:

Look at the launchpad page for kmymoney on Ubuntu https://launchpad.net/ubuntu/+source/kmymoney and you will notice the following:
The group listed as Maintainer is Debian KDE Extras Team
The version numbers of the Ubuntu packages do not contain the string "ubuntu". This means that the package wascopied from Debian without any modification.

If you want to request a change in the package, then you better ask at Debian.
There are no Ubuntu developers for kmymoney

In any case. if there is an error in the application, then please create a bug report about the problem, clearly stating:
What you do
What you expect to happen
What happens instead

What is the problem that you want to report in that bug report? I do not see it anywhere in that document.

The precise details of the bug are secondary (cannot copy/paste a financial amount, could in prior versions).

The issue is that KMM developers feel that the bug can be resolved by compiling KMyMoney with QWebEngine in the Ubuntu environment.

Because this issue is Ubuntu environmental, it must be brought to the attention of Ubuntu developers.

Any you've done that with the big report. Wait and see what updates are added and add information as requested by the bug teams etc
