Still having problems with video Driver

Running Ubuntu 18.04 as 20.04 died on the restart . . Downloaded the driver from their web site and thelittle arrow never stops going around and around . .The system has X-Org driver only . . An today it locked up and had to do a restart . . don't like doing that !
It is a NVIDIA DRIVER .. Linux x86 -64 470-161-03- run file Made it installable and still does jack she-it for video . . What to do to do to fix this ?

Support for Ubuntu 18.04 is ending in less than two months' time, see https://ubuntu.com//blog/18-04-end-of-standard-support
You should plan an upgrade to a supported Ubuntu release (preferable 22.04 LTS) in due course.

What does "jack she-it for video" mean, please? I do not understand your problem.

Remark: We are willing to help, if you have problems with the NVidia driver package offered in the Ubuntu repositories.
If you use a foreign version of the driver (e.g. from the nvidia.com pages), then you have to ask for help on the support pages belonging to that source, in your case probably https://www.nvidia.com/en-us/forums/
