Does wishlist make the final decision for community or canonical?

When requesting a wishlist (feature request) from ubuntu, you can submit it as a "bug" at bugs.launchpad.net/ubuntu and only the project bug manager can tag it as a feature request by adding a wishlist tag to it, as I understand that only the project bug manager can make it a feature request by tagging it with a wishlist tag.

If this understanding is correct, is it correct that the final decision should be made by the community manager? Or will canonical be involved in the final decision?

For RHEL and SLES, I believe the final decision on feature requests is made by the vendor, but I would like to know what happens for ubuntu.
