no cairo GL support for wayland, 22.04

I'm running Ubuntu 22.04 and wanted to compile a C program using cairo with wayland-client. It seems the libcairo2-dev package was not compiled with GL support. Does this mean 22.04 does not have support for developing cairo for wayland in C?

You are correct only for x11.
You could file a bug report using apport while in wayland .
ubuntu-bug libcairo2-dev
File it as wishlist bug report.
That way it could be considered by developers for a build.
