Ubuntu Software not launching on clean install of 22.04

On a clean install of Ubuntu 22.04

You cannot launch ubuntu software (snap-store) after performing the system's first update (apt dist-upgrade -y).

You are able to launch the software store if you launch it before an upgrade, but not after.

Issuing 'snap refresh' from the terminal will restore functionality.
