Speaking on its technical definition, vulnerability simply means the weaknesses present that attackers will use to compromise the operating system. For it's scale and scope, that depends on what type of damaged/misconfiguration introduced to the system. Vulnerability affects Linux (and every other OS'es) in a way that system can no longer be trusted, the integrity it presents had already been compromised.
