Support for Ubuntu 16.04 has already ended in April 2021 (except paid extended support for servers).
You should upgrade to a supported release as soon as feasible.

Furthermore you do not have the latest updates for Ubuntu 16.04 installed. It seems to me that you are missing the bug fixes that have been published during the past two years! Is there a specific reason that you do not run regular package updates?

For the "system program problem detected" problem I recommend deleting the crash reports to prevent that they are offered for reporting again and again.

sudo rm /var/crash/*.crash

Thanks manfred , this has solved my problem .
The actual specific reason that i do not run package updates or system upgrade is due to the fact that in the past i have already messed my system . due to that i continues to run ubuntu 16.04 lts version still today . Can u pls suggest me a way to create a snapshot like thing in my system so that whenever something bad happens i can start from the last best setting that ubuntu knows . Thanks in advance .

"create a snapshot like thing in my system so that whenever something bad happens i can start from the last best setting that ubuntu knows"
The answer is easy: Run frequent backups and in case of problems restore the lastest one.
Eventually you could switch to file systems that better support backups and snapshots like btrfs. As far as I know the btrfs tools are available only for Ubuntu releases newer than 16.04.

"i do not run package updates or system upgrade"
You have to be aware that you are missing all bug fixes from the past two years, including the corrections that have been provided for severe vulnerabilities. see e.g. https://ubuntu.com/security/cve?q=&package=&priority=high&version=xenial&status=released
