I can't update or even install new software. Most likely some missing files in the system root.

Please post back the outputs of terminal commands:
cat /etc/issue
lsb_release -a
sudo apt update
sudo apt upgrade
sudo apt -f install
sudo dpkg -C

From the output in your bug report:
DEBUG examining: 'deb https://mirror.os6.org/ubuntu/ hirsute universe'
DEBUG entry '# deb https://mirror.os6.org/ubuntu/ hirsute universe' was disabled (no Release file)

It seems that the repository server that you have selected (mirror.os6.org) is not active any more.
I suggest that you select a different server in your vicinity (in the settings dialogue of update-manager) and then try the commands requested by bashing-om again.
