is there a rename(1) in jammy?

The util-linux package no longer contains rename.ul.  is there a rename available in any other jammy package?

By that i mean an invocation to rename(2), not a wrapper for mv, because mv has no option to decline to regenerate a hierarchy across filesystem boundaries.

Or a wrapper or a variant of mv that includes such an option would be fine.

There are alternatives, e.g. prename (based on perl)

Remark: according to the change log, rename.ul wasn't available in groovy, hirsute and impish either.
