Mate-Welcome screen not working

Upgraded to Impish Indri but Welcome screen not working, but it is installed in Synaptic? Please help

In synaptic you have ubuntu-mate-welcome installed.
Click the package select reinstall ubuntu-mate-welcome.
Menu -> All -> Click Control Center -> Click Welcome
Select submit data to help improve Ubuntu Mate.
When the screen opens at the bottom of screen
check mark: "Show this dialog at startup".
This will be the Welcome Screen Startup Dialog.
I just put the welcome startup back on my Ubuntu Mate.
Now when I click Welcome from the menu it opens correctly.

Ok thank you. This command is in the Edit Startup Apoplication

env BAMF_DESKTOP_FILE_HINT=/var/lib/snapd/desktop/applications/ubuntu-mate-welcome_ubuntu-mate-welcome.desktop /snap/bin/ubuntu-mate-welcome

But still not working. Sometimes a bad idea to upgrade from Terminal. Think I'll do a fresh install again, same as last time. Upgrades are a bit dodgy.
