The configuration of your current system seems to be faulty.

For diagnostic purposes please provide the output of the following commands (to be executed in a terminal window):

uname -a
lsb_release -crid
find /etc/apt -name '*.list' -exec bash -c 'echo -e "\n$1\n"; cat -n "$1"' _ '{}' \;

Remark: Why do you want to upgrade to Ubuntu 21.04? There are only three months of support left for that release. Ubuntu 20.04 will be supported much longer (three and a half years)!

Eoan is Ubuntu 19.10 so you'll need to upgrade to 20.04 first (Focal). The commands given by Manfred will help show what's going on

Can you help with this problem?
