Cpu's all stuck at 800Mhz

I type in (to see cpu's)

watch -n1 "cat /proc/cpuinfo | grep MHz"

no matter what I do launch a large program render an animation in Blender use Octave the CPU doesn't go past 800Mhz

Did you try the boot options:

acpi=force reboot=acpi

Also, make sure you have the latest BIOS. Is this a dual boot system? If so then fully shutdown the system (not hibernate/suspend) then cold boot to Ubuntu

 got rid of all the cpu managing extensions and rebooted then everything started working again...Something must have been conflicting
