Disable/Detach UA/FIPS hanging

We are running Ubuntu 18.04 and I have been testing FIPS and found that when attempting to disable FIPS using the command 'sudo ua disable fips-updates' , it just hangs forever.
After 2 hours of waiting for it to disable, I decided to reboot, when the system came back ua status stated it was in the process of disabling FIPS.

 I attempted to detach the UA FIPS but it comes back and says it cant detach.

$ sudo ua detach
[sudo] password :
Detach will disable the following services:
    fips
    fips-updates
Are you sure? (y/N) y
This will disable access to certified FIPS packages.
Are you sure? (y/N) y
Could not disable FIPS.

Has anyone ran into this? If so, what did you do to resolve this?
