Middle mouse button emulation not working in focal

Running version 3.36.8 of GNOME.

Touchpad is disabled in
    Applications / System Tools / Preferences / Settings / Mouse & Touchpad

Have these settings
    <checked> Use middle button emulation
    <unchecked> Use wheel emulation
under
      Applications / System Tools / Preferences / Pointing devices / Logitech Wireless Mouse

The
     Use middle button emulation
option after being set, is lost across reboot and have to set it every time, post reboot.

With
     Use middle button emulation
set, able to paste by clicking on scroll wheel, but unable to paste when clicking both left and right mouse button.

This was working fine in Xenial on same laptop. Recently upgraded to Focal and middle mouse button emulation stopped working.
