ssh connection refused

After the latest update (July 2021) for Ubuntu 20.04 I can no longer ssh into my server. I have checked that the ssh and sshd services are running and I do not have any rules blocking the traffic. What is odd is that when I first tried to connect I got the finger print warning and accepted it. If I restart the server I can get a prompt for a logon and password but once I enter those it says connection refused and I can no longer get the logon prompt.

I withdraw this question. It seems there was a problem with the router, even though these connections were made from the local network. My connections are working now.
